It depends on who started the war, and the tactics being used. If you are picking on a weaker opponent then there is no option, but to defend itself. If the AI dont have a fleet to take down your fleet, then they may be trying to whittle down your one fleet. This depends on the situation.

Judging from your questions you haven't played this game since 2.0. Ok since then the manual has been rewritten for 3.0. That is probably a good read. The population cap can't be above the class. It sounds like maybe you should try loose clusters.

I get the same problem when we play multiplayer. Your laptop would require small maps. Wheres the desktops should be able to work bigger maps.

I'm not understanding you unlocking all the t ch ages. Your pictures on the bottom of the screens clearly show that you started the first tech age. The techs you are looking at are starting techs. Both techs are in an age you haven't unlocked yet according to the tech age bar at the bottom of the screen. You get the starting tech, but you are not in that tech age. You should be able to build large scale ships can you build them.

You've just started. You are still in the first tech age. Those technologies are in the second age. Check the bottom of the screen bars. Ok the techs look like these ones are unlocked by certain abilities. It's a combination of being a starting tech based on your ability, and not having unlocked the age yet. It sounds good, except if your not going to add traits I would go with war profiteering to instead. The reason why is that both the Drath, and the Dominion of Korx have war profiteering in two. Personally I like federation. The Barsifar Dominion has that tech. That is my custom civilization.
They were super traders. They have all the trade techs. When I get home I will pull them up on galactic civilization two, and figure it out.
