The fix for asteroid mine production worked immediately in my ongoing game. But I suspect that a change like the explorers trait might require a new game, since XML definitions are often stored in the saved game.

In my 1.9 game the relic effects shows up in the tooltip for a core world's research, manufacturing, etc. But the tooltips for the icons along the top of the galaxy window, and the tooltips for the relics themselves in the galaxy window, don't show the effects, they are blank. I've reported this as a bug on the Discord channel.

Obsoleting default designs ships caused problems for a player a while back (in base game I believe) when a player obsoleted the default colony ship, but the game relied on that design for the colony ship executive order. Whenever I play GC4 Supernova I see this Flag Ship design show up in my ship yards, but it's not build-able and I can't select it and use the button to obsolete it. I participated in the beta for GC4 on Epic over a year ago, and at some point players were able to design and build their own flag ships, so I'm pretty sure I did that. [/quote] 96% does seem to be a cap, but I've gotten up to 100% on planets that I've invaded, so perhaps it isn't a cap for the AI (other than the Yor).

Did you just capture an enemy capital? There's a cultural trait the AI might have that causes all players to declare war on you in that case.
