Did you purchase the basic or the elite version? It was elite that included all DLC.

If you have a savegame where this is reproducible it would help a lot if you uploaded it to a cloud service (DropBox, Google Drive, One Drive) and post a link here, the developers can take a look at it. Try renaming the DLC folder to DLCOld and then verify files.

There is no Retribution pack, this is what is available on Steam. Where did you purchase this "Retribution pack"?
As I stated previously the resource system was modified with Crusade, if you have purchased the game recently from Steam you should have gotten Crusade, Retribution and Mega Events alongside the base game. If one of those items is missing I suggest restarting the Steam program, if they still don't appear contact Steam support for help.
The simple answer would be the rest of the DLC. The expanded answer would depend on what you like. Each DLC adds different things to the game. Crusade expansion adds the Citizen system, espionage, changes how invasions work, and the Terran Resistance, Onyx Hive and Slyne as playable civilizations. Intrigue expansion adds governments, crisis events, the galactic market where you can sell and buy resources. Mercenaries expansion adds the Galactic Bazaar, whe
Well that explains some things. The resource system was overhauled with the Crusade expansion, governments were added with the Intrigue expansion.
Are the DLC you have marked as installed? Are you on any beta branch?
Which DLC do you own? Are the DLC properly installed? Right click on the game, then go to Properties and there check the DLC tab. Are you using any of the classic patches? Look in the Betas tab in Properties.
You need to research certain techs to make use of such resources, like this one.
Check the captain's log or quest log. Alternatively there's a quest guide you could check for answers.
