Exit Steam\GOG\Epic completely. Run the launcher you have as administrator.
Go to the folder Documents\My Games\Gas Powered Games\Demigod and delete or rename the file Game.prefs. Maybe it's a setting that is causing this, if that doesn't work try modifying the graphics settings in-game.

Try this, go to your 'Windows Defender Settings' --> 'Virus and threat protection --> Ransomware protection --> Turn off 'Controlled folder access'. Then run the game.
What anti-virus do you use?
The problem is that folder, and more importantly the files it would contain, wasn't created. Formatting is a tad extreme, I suggest disabling your anti-virus for a while, restart your PC, run GC3 and check if the text is showing. Then turn on your anti-virus.
Go to this folder, you might need to make hidden files and folders visible in order to see it. C:\ProgramData\Stardock\Galactic Civilizations III And delete these files in it K2FontData_Small.fontdata K2FontTexture_Small.dds Also, in the folder for Retribution if you have it.
Do you have Galactic Civilizations III installed in a folder with a non-ASCII directory path? Such as C:\Новая папка\GalacticCivilizations3\... or: F:\укпвкп\steamapps\common\Galactic Civilizations III\... or: C:\Новая папка\GalacticCivilizations3\... If so this can be resolved by installing to directory with ASCII characters.
Whitelist Steam and GC3 with your anti-virus, it is stopping the game from downloading the manual.

That's a constructor, it is used to build starbases and shipyards. To colonize planets you need colony ships which carry population, Iconian colony ships have the designation Colonizer. You can press D to get rid of the text on the left.
Go to where the game is installed, default is C:\Program Files (x86)\Steam\steamapps\common\Galactic Civilizations III, right-click on GalCiv3.exe and select Properties, then Compatibility tab, there turn on Disable fullscreen optimization.
Go to the folder \Documents\My Games\GC3Crusade and delete the prefs.ini file and try to run the game again. Might also be best to disable Steam cloud before trying this. If that doesn't work, rename the entire GC3Crusade to something else, like GC3CrusadeOld.
That's normal, some files are modified based on a user's system and when Steam validates them they appear different. More importantly, after you did the above is the game working?
I tried to load the savegame and it crashed for me. I'd like you to go in the folder \Documents\My Games\GC3Crusade and upload the file debug.err

If you have a savegame where this is reproducible it would help a lot if you uploaded it to a cloud service (DropBox, Google Drive, One Drive) and post a link here, the developers can take a look at it. I loaded the first file, invaded Altaria with Biological Warfare invasion, no crash. Reloaded and tried with Conventional invasion, still no crash. As for the second file, which is the planed you tried to invade? I can't find any invasion ships in position.
