Sorry to hear you are having trouble. I took a look at your savegame. What's happening is that there are some freighters belonging to the Iridium on the same tile as the Korath colony, not sure how that happened. They will move on the next turn and you can attack the planet.

The simplest method would be to copy them from the old folder to the new one. I suggest going about it one by one and opening the game to see which one is giving the error. What didn't work about /NoMinSpec? Did you write it exactly like that? Your systems processor is alright, it's the RAM that would hold it back. Make sure your motherboard can actually support more before deciding to upgrade. The recommend specifications for the largest map size is 32GB RAM and 8 cores. After a few more experiments I think I know what's happening. If an equal amount of traits are unlocked in two ideological fields the game doesn't know which to display, so it shows the default ideology. If you were to unlock one more in Benevolent or Pragmatic it would show one of those, like in the picture below.

Terran Alliance have Pragmatic as their default. I unlocked one trait in Benevolent and it changed to that one as my dominant. You are not locked into the default Ideology of a civ, you can select whichever ideology traits you want if you have the points. Dominant ideology should be based on the traits unlocked.
