Does your system also have an integrated graphics card? If so it may be using that one and not the dedicated GPU, I suggest forcing it to use the dedicated one. There are instructions here for AMD cards.

I have managed to reproduce the problem, and I have logged it in for someone to take a look at. I found that by taking out the transports from the fleet it no longer hangs.

I couldn't get that to replicate in the posted file. Do you have one just before they go on the planet's tile?
Sorry to hear you are having trouble. I took a look at your savegame. What's happening is that there are some freighters belonging to the Iridium on the same tile as the Korath colony, not sure how that happened. They will move on the next turn and you can attack the planet.
The simplest method would be to copy them from the old folder to the new one. I suggest going about it one by one and opening the game to see which one is giving the error. They aren't deleted just located in the old folder. Do the error messages still appear?
Try going to Documents\My Games and rename the GC3Crusade folder to something else. Rename, not delete it. You'll use all your custom created content if you delete it.
You can copy the civs and mods back from the old folders. Is the game working now? If so a mod or something must have been causing it to crash.
Try whitelisting GC3 and Steam with your anti-virus software. Also try renaming the GC3 folders in \Documents\My Games to something else, like OldGC3Crusade.
On what platform are you playing?
When you say it crashes what exactly happens? Does the crash reporter pop-up?

What didn't work about /NoMinSpec? Did you write it exactly like that? Your systems processor is alright, it's the RAM that would hold it back. After a few more experiments I think I know what's happening. If an equal amount of traits are unlocked in two ideological fields the game doesn't know which to display, so it shows the default ideology. If you were to unlock one more in Benevolent or Pragmatic it would show one of those, like in the picture below.
Terran Alliance have Pragmatic as their default. I unlocked one trait in Benevolent and it changed to that one as my dominant. You are not locked into the default Ideology of a civ, you can select whichever ideology traits you want if you have the points. Dominant ideology should be based on the traits unlocked.
