Have you tried following the suggestions here ?

A 3rd party program might be blocking the game from modifying files. Have you tried whitelisting GC3 in your anti-virus or any other such program on your PC?
Right click on GC3 in your Steam library, click Properties, then go to the DLC tab and make sure that Crusade is installed. If the problem continues go to the Local files tab and click on Verify integrity of game files.
If you have a savegame where this is reproducible it would help a lot if you uploaded it to a cloud service (DropBox, Google Drive, One Drive) and post a link here, the developers can take a look at it. Savegames are located in \Documents\My Games\GC3\Saves or \Documents\My Games\GC3Crusade\Saves

That was fixed in a hot-patch some time ago. https://forums.galciv3.com/495057/page/1/#3750002
Why should it be CulturalInfluence? CulturalInfluence already has InformationHubModule, which upgrades from CulturalForumModule.
I see the problem. CoordinationTempleTech has EnvironmentalEngineering as a prerequisite, which has XenoAdaptationTech as a prerequisite, which is excluded from SyntheticLife. I'll add this to the bug list.
The 4.0 beta has been updated with a fix for this. Please give it a try and tell us if it works.
This bug has been fixed internally and the build will be updated this week with the fix.
Have you tried using option 2? The one for a free drink, since you have only one coupon it will be eliminated from the list of choices afterwards.
GC3 wasn't made for DirectX 12.
Did you register that key with your Stardock account? If so you can find it in the downloads section https://store.stardock.com/myaccount/products If you didn't register it you can do so here https://www.stardock.com/accounts/register

Did you enable those mods in the Multiverse section?
Which mods aren't working for you? Do you have the Multiverse DLC installed?
They were released alongside the DLC, though I am not certain if they were supposed to be exclusive. I will ask.
An anti-virus might be interfering with the game updating its files. Have it whitelist SCO. Probably a good idea to whitelist Steam as well. Then go to the game's files and from the folder Star Control - Origins\Assets\Universes\DLC-EarthRising\Localization delete everything. And then try verifying files again.
I switched my game to Spanish and the names are showing up for me. I suggest verifying integrity of game files. To do that follow these steps: Right click on a game in your Steam library. Click properties. Go to the Local Files tab. And there click on Verify integrity of game files.
They are audiologs. They contain some info about the game's universe. This is what it is supposed to look like. You have the game's language set to Spanish correct?

Thank you for the feedback.
2. Giving the empathy machine to the Measured still leaves dialog options for Mowlings to choose who will leave the plant and who will not, etc.
Their star is still doomed, it will just take a little while longer for it do die, thus their planet still needs to be evacuated.

It would help if you mentioned which game you are having problems with.
Do you have a savegame before you invaded the planet?
