First, are you using the opt-in? Don't think that's causing it, but it might force Steam to download files it didn't. If that doesn't work go to steamapps\common\Galactic Civilizations III\Tools and run EverythingButCampaignData.bat
Look in steamapps\common\Galactic Civilizations III\Tools and run EverythingButCampaignData.bat
Sorry to hear you are having trouble. It would help if we could see what's in your debug.err , it is located in \Documents\My Games\GC3 or \Documents\My Games\GC3Crusade If you could upload it to a cloud service (DropBox, Google Drive, One Drive) and post a link here, the developers can take a look at it. Thank you for your patience and patronage.
Try verifying integrity of game files.
The Hot-Patch has been updated with a fix for this.
I'm not sure that Stardock bought any rights to such art assets - didn't the bankruptcy auction only list the original material in SC3 plus the trademark?
From 11.4 of the Agreement. Some marketing material was sent over to Stardock after it acquired the Star Control IP. [quote who="GMOrz" reply="78"

I'm just gonna put here these statements made by mister Fred Ford in regards to the music of Star Control II. : How was the music gathered and placed into the game? Were Dan : Nicholson, Riku Nuottojarvi, et al. commissioned to provide music? : Are they known to you personally? Believe it or not we have never met Dan or Riku face
