Will the mini-expansions be available for purchase separately from the season pass? Some people might like to just buy one or two to see if they like it or not want to buy something that isn't released.

It shouldn't do that. It happens because of ships you'd have in your fleet.

The Subspace Drive is an engine. You need hyperdrive engines, Tywom Cuddle Drive and Not so Cuddle Drive do not count, 100 units of Francium and locate a potential colony site. After you bring these to the commander you will be able to purchase human ships and after some time a colony will appear. This can be completed up to 3 times.
You have to talk with the Drenkend until they tell you to go there.

Did you check if anything in the Troubleshooting FAQ helps with your issue? Another thing other players have reported that is causing trouble is the new ransomwear protection for Windows. Go to settings, Update and security and there search for Ransomwear protection and check if the option Controlled folder access is disabled.
The default citizen portraits are located in Steam\steamapps\common\Galactic Civilizations III\Gfx\Citizens, copy them from there and place them in Documents\My Games\GC3Crusade\Factions\CitizenPortraits.

Do the save games have a "~" at the end of their name when loading? That usually happens when you exit from the the game before the save if finished, wait until the game is saving message is gone.
This is happens when the installation of a patch goes wrong. Usually when others experienced this program verifying game files fixed it. Also sometimes an antivirus program can interfere with the download of files.
