The research he mentioned is Extreme Colonization, not Aquatic Mastery or any of the others.
Dropbox, OneDrive, Google Drive are all good choices for uploading files.
He's not trading for one of the specializations techs, but for the one for colonizing extreme planets. To OP, do you have any savegame you could upload that has this issue? Also, what version of the game were you playing, what DLC do you have, are you using any mods and was this in sandbox or campaign?

Problem with Idea 2 and Idea 3, if the Scryve ship gets away then it can inform others of its kind the location of Earth and then there would be an entire fleet heading towards Earth. An alternative idea would be to have a stronger Scryve ship and if it looks like the player would lose, say 10 or less crew remain, a mysterious spaceship would arrive and destroy the Scryve ship. Though this too would require new dialog, for which it might be too late.

The Daktaklakpaks state they were made by the Precursors. Though I don't consider them to be a trustworthy source.

Considering what I know of Origins' story I think the Daktaklakpak would be a good choice as caretakers of Precursor sites. At the start they would be non-sapient and as the story progresses some of them would start to malfunction and behave oddly. With them becoming sapient either being saved for near end-game situation or for post release content.

Other players have reported that subscribing to a workshop item while ingame fixed the issue. Have you tried that?
So I got the update today, after restart I got black screen when booting Windows. Had to enter safe mode to fix it. Managed to get the update installed after disabling a 3rd party program.
Only some choices reward a crisis manager. Here are all the crises with their routes and outcomes.
I loaded your savegame and found what is causing the stuck turn. The mercenary ship The Prospector has as its destination a dead planet that is hidden under the fog, change its target and your game should continue. I did do this in 3.01, but it should work in 3.0 as well.
Which version are you playing, 3.0 or 3.01?

There is a splash screen, it tells you who got the artifact and gives a choice of three ideological choices.
