Anyone have any opinions on the Philips BDM4350UC ? I'm looking for a monitor that could also double as a TV, since I don't watch TV that often. It would cost me about $540 and I plan to get 2. One for gaming, and the other to monitor the forums and occasionally watch TV.

Usually I send my citizens to colonies early game and recall them when I have more than 10 colonies. As for promotions when I have plenty of citizens of one type, more than 10, or when I start replacing them with leaders.
Most likely it has 2 construction modules, which means it can be used to make 2 starbases.
There is a way for direct modifications to game files to take effect, but I forgot what it was and it's still better to make a mod, because otherwise when an update comes along it will just overwrite your changes. Mods need to be placed in base game - Documents\My Games\GalCiv3\Mods Crusade - Documents\My Games\GC3Crusade\Mods Though as of a recent patch the game now looks in both folders so it's no longer that important in which you put your mods.</

Durantium isn't usually that rare. Check what settings you used when starting the game, resources and asteroids are important for Durantium.
Military starbases are force multipliers. They buff allied ships, debuff enemy ones. They are useful for important colonies you want to defend. Or if there is a well defended enemy planet you want to capture. They are not fortresses and will need ships to defend them. Constructors were once used to upgrade starbases, this led to a lot of constructor spam. So starbases were changed to be upgraded with credits and resources.
There are traits, events that could increase move speed. But 10 for all civs is excessive. The AI gets bonuses at higher difficulties, but only at Incredible and up would these really affect move speeds. I suggest you verify integrity of game files. To verify cache integrity right click on a game in your Steam library, Properties, Local files tab and then click the Verify integrity of game files. If the problem persists please upload a save game and post it

Usually I like to play as the Terrans and play a more diplomatic game. But I though I'd try something else for a change and started a game with the Drengin Empire on a ludicrous size map with galactic conquest as my objective. Looking in the XML files everything looks in order. The Assault Carrier Module increase the Assault Fighters Cap, Assault Fighter Blueprint has the Assault ship role, etc. Could you upload a save file so the devs can look over it?
