Right click on the game in your Steam library and select View Downloadable Content. Check if install is ticked. If it is and Steam is still not installing it restarting Steam should fix the issue.

Is this for the physical or videogame version? You play by drawing cards from the deck, but if you draw a card from the same suit twice you bust and lose the drawn cards. Each suit has its own ability, cannons send an opponents card to the discard pile, sword steals an opponents card, etc. The winner is the one that has the highest score, which is calculated based on your highest card from each suit.

Jagged Knife is an event from GC2, where colonies from Good aligned civs would break off and form their own civ. There were also events for Neutral and Evil civs. Sadly because of GC2 limitations they were minor civs so they were easy to conquer.

Most likely what is happening is accumulated construction is being used to finish the improvements. Hover the mouse in an empty space of the improvement queue to see how many points have been accumulated.

Could you please post the debug.err file so the devs can look at what might be causing the crash? The file is located in Documents\My Games\Galciv3 for the base game or Documents\My Games\GC3Crusade for Crusade.
