Given that you're still losing money, I question whether dialing back production was a smart idea, particularly when it slows down the research of an economy tech. Looks like the Arceans are once again the last race to show themselves. Edit: Never mind, didn't see the last post.

The limit is a flat limit, not an extra fee, and it only applies to your starbases in the first place.

It is worth noting that which races tend to do better or worse seems to depend at least somewhat on which races you play as. In almost a dozen games as the Terrans, both with and without tech tree fixes, I've never encountered strong Drath, yet in my very first game as the TA Drengin they crushed me overwhelmingly.

You know, not that this isn't an interesting AAR, but if I was considering trying your mod, this would not push me towards doing it. Why are the Drengin so insanely overpowered? Every game you've reported on so far, they've steamrollered the galaxy. You mentioned earlier that the Arcean tech tree is not finished - is that true for most of the races, or what?

As a bit of an update, I can now say that I'm definitely going to (at some point) make a full-fledged AAR of that Torian game I mentioned even if it kills me - which at 15 years and counting, it just might. Unfortunately, it matches my own experience - since the Peacekeepers will always show up with technology that's ahead of the game leader, if you get them late enough in the game they get tech that makes the Dread Lords look like cavemen. I was already going for a tech victory the time I saw this happen, so it didn't hurt much, but there would have be no way to ever fight the PKs.
