I actually can't take advantage of this event on TOA, as I have the "no tech brokering" option on all the time, and the game counts the techs the minor stole as qualifying for that. Personally, I'd advocate sticking it out. If you somehow manage to win this, it will be a memorable experience - comebacks always seem to make the greatest stories. Even if you die horribly at the hands of the AI, it still ought to be a memorable experience.
Actually, the most likely reason is "none of the above". The two reasons the AI tends to do this are: They're genuinely scared of you and want to stop you from getting stronger, or They're much more powerful then you and are using this as an excuse - this does happen, and from the sound of it it happened in this case.
Modding the dialogue is quite easy - you'll need to use the GC2_Conversations xml file. I've never tried to write new dialogue, but there's a fair amount that doesn't appear in the game due to bugs that I've managed to mod back in. It's not hard.

Oh yeah, I see this all the time, although not often with these particular races - usually, it's the Altarians, Drath, Korx, and Yor. It actually can have a pretty big impact on the game, given how much alignment affects diplomacy. The Drath had this happen to them in the Terran game I'm currently writing an AAR for, which has basically sealed their fate, as the only surviving evil race despises them and the Torians - the most powerful race in the game - are right next to them. <
