Use the "Free Cam" viewing option. It's directly after "Cinematic" if you cycle through all the options.
I'm not sure you can mod the effects of the governments. However, I would try modding the various techs (Interstellar Republic, etc.).
This, the Mithrilar - class superdreadnought, was my favorite out of a set of Iconian hull templates I made to replace the defaults. I've never actually used it in-game. Any Babylon 5 fans might recognize the design, as it was loosely inspired by the Vorlon planet-killer (actually the other reason I've never used it in-game: I want it to be... shall we say, suitably well-armed). </
So, just to make it clear, your question is "How do I win?" It has nothing to do with Metaverse empires, correct?

Interesting idea here. I think the Iconians and Thalans should both have extra-powerful but more expensive defenses. The backstory reasons would be different, but the same components probably would work for both. Terrans should have a special type of shields, since canonically they were the first race to develop them.

Here's one trick I like to use: buying out the minors. I generally prefer not to conquer minor races as it adds up fast to a "Our reputation for conquering others" diplomatic penalty, not to mention that I often grab their treaties (every little bit helps) and that's an even bigger penalty. You can easily make cosmetic warp nacelles with some of the extras, then just make your actual engines "invisible" by shrinking them and turning them to face "inside" the ship. I actually have a game going as a civilization inspired by Trek's Federation. Most of my ships are just "in the style of" the series, but this one was loosely inspired by the Miranda- class. I've said this before, but it should be remarked that the Dread Lords campaign was designed to be played on the original Dread Lords. I haven't played the later campaigns that much, but AFAIK none of them pit you against massive DL numbers the way "Apocalypse" and "Achilles Heel" do. In order to get an exact, or at least nearly exact version, you probably do need Kryo's Hull Mod, but it's not that hard to make a passable version with just the normal ship designer. As far as making races goes, it's pretty self-explanatory. Some modding will be needed to get the race images and logos from the series.
