I can confirm that Windows 11 Enterprise 22H2 can be installed without needing a MS account . I have a local account with full Admin Control. Put it on an old Laptop i5 that was deemed unworthy by MS, using the Rufus fix. Updated to the latest , no problem. You can not use the start menu in tile mode without an account, but as we all (Mostly) either use Start10/ 11 or StartIsBack (What i am using now) full Start menu functions are restored. I will test it out further when i have time
