I am running the exact same Windows and IconPackager versions (Windows Home 22H2 19045.4780) (IP 10.03) and something similar is happening on my system. Some browser extensions can block access to some sites/popus. You could try a private/incognito window. In Google Chrome, press Ctrl+Shift+N, in Firefox Ctrl+Shift+P.

Exit ObjectDock. Copy the downloaded "ObjectDock-Long-Path-Fix.exe" to C:\Program Files (x86)\Stardock\ObjectDock and use it to start ObjectDock. You can of course also rename the download ObjectDock-Long-Path-Fix.exe to ObjectDock.exe and overwrite the excisting one in C:\Program Files (x86)\Stardock\ObjectDock.
