That skin is since long not available anymore. As far as I remember, it was compatible with Vista & XP and released under the MyColor-series of suites. At that time, the windowblinds skins were encoded, and only possible to install on systems compatible with the installers used, so even if you had the installer for this or any other MyColor suite, they do not work on Windows 10.

I used RightClick a lot. Skins were one thing, but sorting, (re)arranging & grouping items were extremely useful. Now I use Right Click Enhancer . A great little app that also has other functions like File Type Editor, Send To Manager, New Menu Editor, SmartSFV & more.

You just have to click on the file and it should install itself, if you have installed Windowblinds correctly, that is. The skins are stored in C:\Users\Public\Documents\Stardock\WindowBlinds

The installers for mycolor themes no longer work either under Windows 10. Classic work by treetog/Pixtudio - his username is on the start menu in the screenshot. ;-)
