Of course. Still didn't help. I even reinstalled Windows XP then used your link. Still no sound. I know the sound works fine because I can hear songs played when I use the system under Linux.
So I did a system restore to the point before the other drivers I installed. I then installed the drivers you pointed out and the other program it needed yet I still have no sound.

Well I decided to use XP until we can figure out what to do with the new build. I installed XP. The HP website does not have a driver for audio so I looked up the motherboard information. That info lists the sound chip as a Realtek HD audio chip. So I went to the RealTek site and downloaded the driver for HD sound. Installed the driver. I have a volume control icon next to the clock. When I turn up or turn down the volume there is no sound. While playing a song from WMP there is no sound. I h
Might be an issue getting them exchanged. I don't recall where I put the receipt and besides I am not the one that bought it. Did I ruin the board by running that CPU in it? Or did I burn out the CPU?
Nope. I have maybe a quarter to my name. Sorry.
At this point I don't know if the board is bad. I will not know until we put a AM2 CPU in it to see if it will fire up. As for the RMA process I can request a RMA form but I will still have to send it back. I can't do that. So I guess my options are to use Fedora or Windows XP. I thought I would be done using XP by now. Sigh. Thanks for the help guys. Sorry.

The old PSU had two power connectors. The new one has two as well. Both were plugged in. Seriously guys I think the mobo is dead. I have nuked my new hard drive, and I think I will just install Linux to turn the machine into a Internet terminal and music player at this point until we figure out what we are going to do. Yep just checked and double checked the power connections and every other connection. Everything is connected as it should be. Upon power up nothing happens. At this point I bet it is a DOA motherboard since I trust Starkers said this CPU worked fine. BTW Starkers the CPU isn't missing any pins.
It will take time and money to fix the new computer. I have plenty of time, just no money. I would feel better running this old P4 if it was using a PSU I could rely on. Seems logical.
I already checked the RAM. Twice. I even removed two of the four to see if that helps. It did not. There are NO beeps when powered on at all.
So all of the parts came today. I took my my time and assembled the computer just like I have many times before. Plugged everything in the rear and guess what? Blank screen. Sure the fan and hard drive start up but that's it. I think the CPU may not be compatible with this motherboard. The LCD works great. So I have no idea what to do. For now I am going to transfer the HP motherboard with the Pentium 4 into the new case. The old HP case is missing a side and has seen bett
Used the laptop with Windows 7. I was able to burn the ISO and I tested it. Windows 8 setup works on boot. All set to go, thanks. Turns out the issue was with Windows XP.
Windows 8 Pro. Going to try to download Windows 8 on the Windows 7 laptop and see if that makes a difference.

Yeah I meant the heatsink, not the fan. Both are brand new. The heatsink has thermal paste on it, covered by a removable thing slip of plastic.

I don't get that screen during download or even after download. I go into my email, grab the link MS sent me, download the installer, run it and the screenshots I posted is what happens. I do not ever get that screen to burn an ISO. Others are having the same issue after looking around the net.
