That clock came with an early version of stardock's VWM (virtual window manager). For some reason it's not included in the latest version I use it all the time. If you have a backup of your previous C:\WINNT\SYSTEM32 directory you may have a chance of getting it back if you can find the 'bandclock.dll' and 'bandclockext.dll' files and restore them into you current installation.

You'd have to use a resource hacker to change that actual icon within the control panel .CPL applet. Or make a folder full of shortcuts to the control panel items and change the icon in the shortcut. For me it updates only if you subscribe to *all* groups ! I tried subscribing to them all then unsubscribing the unwanted ones, but then it stops updating. FWIW
