You can leave the council, but that means you cannot have any trade routes. If you don't have any trade routes already, I'd leave the council. I'd also say that from your account of the game so far that you are playing on too low a difficulty level. Beginner is really just to practice using the interface, and it sounds like you have that down.

I might try disconecting and closing all the firewalls and anti-virus to see if it speeds up a little and stops crashing. That's what I did. It greatly reduced CTDs

Maximising the AI response could be considered a human player advantage, unless you want the AI to do the same to you. I guess it would be nice if there was a Civ4-style "make me an offer" option; not necessarily the best deal you can get, but something reasonable that at least gives you a ball-park figure.
Um, if you know it's in the range 50-99, then try 75! But who trades for influence? It's virtually worthless in the quantities you actually get.

I like the idea of slowing starbase construction. A limit of 1 or 2 modules per turn might be interesting.
When I'm planning a war with a distant foe, I find it well worthwhile to build 1 or 2 military starbases at the limit of your range (it can be a good idea to design a special long-range contructor to seed the bases, then fast contructors with no range once they're established). Really power these up; you'll be getting a lot of use out of them. If possible have them cover some of the Altarians planets. Ships will also gain hitpoints as their experience level increases - a level 10 Small hull will be tougher than a newly-launched medium hull (but not cost any more to maintain!) Cherish your experienced ships!
You can set the minimap to show population. it's not infalliable, but a planet with a large population will generally yield more profit. NEVER build a farm on a farming bonus tile. Even a +100% tile will push your population to 25 Billion. Try with fewer AI opponents. I used to play exactly the same style maps as you, and I want long, involved challenging games too. I was surprised to find that 5 or 6 AIs are quite a bit more challenging that 9. The AI seems to do better when it has more resources. Also, be judicious when choosing your starting position. CTRL-N makes it soooo easy to just keep trying until you get an "ideal" start. Try to resist! "Ideal" rarely means challenging or interesting. For instance, starting in a
