I got the 15% PQ and 1pt for 10% pop growth. I find early expansion to be much easier when my people breed like rabbits. With less habitable planets I'd definitely go sensor bonus.
Keep the amount of infrastructure you build only to what you need. Saves cash. Build production bonus starbases, this helps increase production and lower costs.

If you've been playing Civ/Moo type games then I'd say within a few games you should have a good grasp on it. If yer new to this genre of games, I'd give it 4-6 games before having a good grasp of the concepts. But to have a great understanding of strategy and being able to adapt well takes a lot of practice.
3. In each building's description look for 'maintenance', you pay that every turn for that building for all of eternity. Obviously if you build every single building, yer gonna be paying a lot of it! Thus, you should really concentrate on the free maintenance buildings, and those buildings which further your victory type goal.

The PQ bonus can be verrrrrry nice if you chose a lower number of habitable planets. Go back to any one of your games and look at all the 13/14 planets that you could have colonized. Something really nasty you can do. Colonize those class 14 planets in the AI's territory, which will be bumped up to 16 for you, then give them to the AI. *cackle* ~SDC~

Maybe it should invoke a minimum time you have to be at war before you start receiving payment or payments stop once yer at peace with the target. Or you could go the CivIII route. They use a 20 turn base for agreements like this. Break one early, and the AI wouldnt trust you next time and payments immediately stop. Plus, the other AI's would hear of this and be less likely to trust you with such an agreement. Given how much Brad has put into this AI, I would say this concept o

This is why you check out planets before you send an invasion force. Even with better tech, overwhelming numbers can win. With your tech advantage I wouldnt have gone in with less than 5b, preferably 10b just to be safe. This is why anytime you have morale issues, just build a combat transport, load a few billion and ship them off to the front lines. >:) Teach them to complain about overcrowding. ~SDC~

I like the idea of the UP enforcing peace treaties for a minimum number of turns, but he's an added idea. If you want to attack before that time, either leave the UP or all remaining members will turn on you for breaking the treaty. Arturus, there is no auto-explore. And 'search for anomolies' is not the same as auto-survey. What people want is the survey ship to explore unexplored areas and survey anomlies as they are found. ~SDC~

First off, you can only win by alliance if ALL surviving civilizations have an alliance with everyone else. It dont matter if they all have an alliance with you if they dont have it with each other. ie there needs to be little blue alliance lines connecting every civ to every other civ in every combination.
