We won't be looking at translation until closer to release. There is too much text changing to go out for translation right now. As for the specific languages we support, it will depend on what did well on other titles. But we would love nothing more than to have it available in all languages people want to play it in.
We want to support both: The ability to switch which core world a colony feeds into. BUT this should be a rare event (remember decay means that 99% of the time you will want your colony to go to the closest core world). We don't want players to feel like they have to micro all their colonies to be effective so this should just be a way to handle unusual situations (and not required at all for more casual players). You are right. Early in development, we talked about people feeling like they have to make every world a core world in order to be competitive. Then they still end up having to manage tons of worlds frustrated because they were out of governors, etc. But the math works out exactly as you say. It's generally better to make all of your worlds colonies and have them feed into one core world where all the bonuses are applied (exactly as you stated). But this is not always

Ideology is going through a major overhaul for the next update. The reason artifacts no longer give adjacency bonuses is that once you upgrade them you get the charges and the tile is cleared. If it gave an adjacency bonus then you would place something beside it counting on that bonus and be cheated when the bonus was gone. Foreign languages are available in the Epic version, "Test Branch" build. This is a separate game install version than the normal game where we test out new functionality. You will see it as a separate game in your Epic library. On the "Test Branch" build go into options, Interface and select the language you would like to play the game in. Please let us know if you have any issues.
We are updating the Opt-in today to fix the issue where you are unable to load old saves. Note: this will break saves from yesterday (from the prior option update)

The optin has been updated. The big changes in this version are that you can select languages in-game (this was important for Epic players because the epic client doesn't allow you to install different files based on the language). It also adds the ability to play music/sfx if the game is installed to a non-ascii directory. This is the last of the bugs dealing with odd directory names so we should now fully support them.
