Population plays the biggest role in morale, from what I have seen. Assuming you have a reasonable tax rate that is. It is annoying as shit, I agree. What I do is jack propaganda up on planets that dont have the morale improvements built yet. I also run a tax rate of about 25%. I can do this because every so often I pick a tech that I dont really care about the AI having and sell it to all of them for as much as I can get. I cant successfully submit games either. I get the submit screen and after submission, it takes me to the main menu, and thats it. Checking the Metaverse, there are no entries for 'Olaf', the name I registered my SN to on the Metaverse. Great game so far though, I like it a lot. One thing I'd like to see in a patch though, a 'scout' setting for ships. One where they methodically uncover the black 'fog of war' that initially covers the map. I know about Sector Sweep, but tha
