I am from germany and since 1st of April this year we have a new law here that says all titles that are not tested by the "USK" are to be treated as if they were tested and rated for Ages of at least 18. That happened to GalCiv aswell even while an american pendant to the USK has tested it already and said "Mild Violence - Everyone". So I had to send in a copy of my Identity Card to order it. There's an issue with a negative treasury. For some reason a negative treasury get's evalued as a very highly positive treasury and that's why you appear to be #1.
In the patch the probability of devastating Random Events was lowered for lower difficulty settings.
I don't like the idea with the Starbase support buildings just because it would help big empires and punish small empires that want to have lots of starbases. I liked the Idea of making the maintanance cost for SB's dependant on the distance to the closest owned planet and their number of modules. If you go for the 1.7thing i'd suggest having a cap somewhere to not render starbase-based strategies useless in bigger galaxies.
I hope i'll soon get it to play aswell. I've ordered it already and they told me they've sent it on Tuesday. It didn't arrive yesterday so I hope it will today.
Can anyone explain to me what exactly it is? I am not getting anything out of the description in the manual! What does it affact and for what reason you should not simply set it to 100%?
Well to say it in an as brief as possible form for someone who does not know more space-strategy games than IG2: GalCiv is a mixture of Civilization, IG2, some others and some new things. Don't know if that aids you in any way but I think it definetly is worth a try!
Of course there are Similarities... They both are Space strategy games but I guess you already knew that, did you? ;)

I could purchase the DL&CD version but that's 10$ extra... amazon.com has it quite cheap... but only ships in the U.S. amazon.de says it's available in june... shops around here simply don't have it...
