It happens, but I have only seen it once before. If it could happen on a regular basis, it would undermine a favorite come from behind strategy: the back fill. I'll always come back around for some PQ 13 or 14 action near my territory even if I don't take worm kill most of the time. An eventual PQ 15 or 16 after two basic early improvement techs is not that bad. Not great planets, but they get the job done. It would be nice if I had to run for them early rather than being able to routinely wait

Holding out for a PQ 20 all the time? No sense of adventure, I say. A PQ 17 or 18 can be fun once in a while. The reason against using CTRL-N too often is to get some of those "worst case" scenarios and try to salvage them. Doing that once in a while toughens a player up to handle harder levels faster and to adapt to bad situations better. What was once "Oh man, this is bad. I am dead for sure" may become "Hmm. A little bit tricky, but I can manage" over time. I am not saying using it is cheese.

The first task to the top is to take on the empire in front of you. The MWC is also an old empire as far as the Meta goes, so the Euros and them both have a lot of old version scores floating around and that puts the two on a more equal footing.
