Also if you do not have the double economic event going then that mind controll center 100% bonus is compounded on top of the regular economy -- which would have the same effect as the double economy event ( I've never played evil but looks like it might be a great choice now especially with the nerfing of NLCs ). There is no "double economic" event.

Maybe now the goofy square root of population should be removed ? (realize other things would probably need to balance with this) As it stands now there is just no reason to build larger population planets. In 1.2 you could get some more money that way on larger planets. (made for a nice side game trying to get a planet to 45 or 70 billion) Ag

A more configurable governor as stated in the OP would be very useful, but I think the ability to drag-select (or even standard windows shift / ctrl & left click select) a group of planets from the main screen, and set rally points and build orders for all selected planets at once would be more useful. Hmm, with colony screen I meant the screen when you're in a colony. The time given there is too short in most cases with 1.31. Example: Building an Industrial Sector on a planet with 72 social production. In the colony it says 4 weeks, but the colony list says 6 - which proves to be right in the end (total cost is 400).

What I'd like to see is more AI coordination, so that two weaker powers agree to declare war together on a stronger one. At the moment, once you have the biggest military you generally just get left alone unless you start something. Agreed. Allied AIs should add their military power to see if it's enough to start a coordinated attack on someone. Right

The biggest one I've noticed is that planetary improvements are still showing the incorrect build time. Probably easy to miss considering how many other changes you've made, but could this be looked at next time? Seconded. I had a weird declaration of war for the second time yesterday: Somehow the Thalans, although much weaker than me, "attacked" one of my freighters, sending us to war. There was no official declaration of war, and I could make peace instantly, but all trade routes had vanished, relations were "cool" etc. It might be a similar thing to the one described above: IIRC the "protect freighters" UP resolution was active at the time, comparable to the privateer wonder. Frogboy is pretty much worn out updating GC2 for us. Honestly, I don't think so at all. It might have been the last GC2 update, but I'm sure we'll see more for Dark Avatar and there might be other expansions.
