It's a good idea, but I haven't tried it. I would give them a planet in the interior of my territory. Border planets are important for range. The problem with larger maps is that I rarely find minors until I am way up the tech tree and already going into social development.

If you ever go to UP and have the arm transports option vote for it. If you can get a +10 attack or higher for transports, they are the best value for military power. If you give them +20 attack, they tear through frigates and are on par with battleships when they have the offensive. The AI won't use transports as offensive attackers even when they have the capability. But if you want to invade a planet, you'll need other military. Transports can't attack ships in orbit.
Not likely, we do other stuff on the 4th rather than sit inside and play GalCiv like watching fireworks and stuff.

Some minors have a huge amount of money and one planet. I get into a war with them, and then ask for a peace treaty. I usually take their one planet and all their money, but it's possible to take their one planet and all their money for 50 turns. Sometimes this amounts to over 200,000 bcs.
