No, as your morale increases (by removing people, for example), more people will start paying taxes (being reported) and show as population growth. When you have a planet with enough PQ and morale boosters to handle the extra population, you can dump them back on the planet. Population in ships do not pay taxes. Convoluted? Yes.

An easier method is to just look at the planet menu and look at the morale number. If you drop below 52% your population will start to decrease. Simple, no? :)

You can also increase taxes, or improve the PQ.
You can reduce the number of improvements that are costing you a fortune. Virtual Reality Center, for example, cost 5/month. (These should never be built IMO as the cost is not worth the benefit)

If you had been playing a previous version to 1.20 before, and the mods were working, try moving the files from the Data directory to the Mods directory. I think there is a Mods directory. I don't have 1.20, but I seem to remember someone saying something to that effect a while ago. You might have to enable mods in the options as well. If not, then there should be an entry in the INI files. [Message Edited]
