I think the best council-style diplomacy in any other game was the one in Alpha Centauri. Not only could you propose motions (though there were only a couple available), but you have the opportunity to change an opponent's vote by paying them off. The price depends on what that proposal would mean for the opponent, and how much they like. If they don't like you, they'll never agree to vote the way you want.
