You are correct. Culture or influence scouting is just using the minimap to find out where the majors are before contact. But it certainly does not find the minors. Thanks for your answers Maxtipherous. If you are flush with cash you might want to make the AI work for those techs. LOL.

Herc I don't know exactly what level pop a PQ 19 will start to have lower morale. There are many variables, for example starting picks, morale resources, tech researched, etc. There is a Planet Morale choice in the planets view section where you line up your planets from lowest morale to highest (or visa versa). Space sharks can be tough, especially on lower difficulty levels where the AI can't blast them for you. When you first find them at the anomaly they are weaker but they get stronger over time. If you are getting beat up by sharks at your level, I suggest you don't autosearch (is that the correct term?) your survey ship in the beginning. Herc I am still running 1.11 but I get this message all the time especially when I trade for freighters that are out of my range. Unless 1.13 is different, you have to autopilot the ships into range. The computer will not let you move except to move your "new ship" into range. Hope this makes sense. :)

I think you have it correct Robert. The major difference in the modules "range" has to do with with type of module. Military and trade and production work on ships and planets anywhere within in the sector in which the starbase exists. Influence works best in the sector where the starbase is but also works in the adjacent sector especially if you build two or three or four in the same sector. Oh yes, I almost forgot. All of us get clobbered now & then. So don't be afraid, every once in a while, to take your lumps and congratulate the AI for a good game. You can learn from this and get a win next time. Most players don't submit losses to the metaverse so don't feel obligated to do that. :)
Reload to a save-game before you were at war. Check out your relationships with the AI. Did you let them slip to hostile? If so, bribe the AI to get them to not attack you. Try to keep them neutral or better and check it every few turns. Try to figure out what caused them to attack you. For example, did you have a military ship in one of the AI's sectors? It is really hard to defeat the AI when ALL of them are at war with you and won't accept a bribe for peace. Do you have any military?

That's a big hit since once you meet criteria for an alliance victory, one can easily party palace to a military victory. Or, is the extra 20-25% bump in the score for actually going through the process of taking over the entire galaxy? :D

You guys play fast. I am usually sitting here listening to Mozart or Prokofiev or Stravinsky and finally go . . . "Whoops. Oh yeah. It's time for another turn of Gal Civ." Then it is back to listening to music. I try to make myself as inattentive as the AI so it is more fair. If I play too fast my wrists hurt and I get burned out because it becomes "work". LOL. Sometimes I milk the tech tree at the end and sometimes I get to "Beyond Human" and say "forget it - this game must end!!!". :D

Were there any other events like a fundamentalist minor appearance who may have flipped your planets? As I recall when the Independant or I-League flip my planets they are very low and have the frown you describe. Maybe they can flip at higher levels too. Otherwise my flipped planets are due to a nearby major, particularly when they have high influence (like maso). Good luck.
