We stopped warring almost 200 years ago when the russians finally whuped us and took Finland, I find it hard to care about old wars and such, at least I don't hold a grudge against thr ruskies for beating us, BTW, we whooped them plenty in earlier times, even sacked moscow and installed our own tin-pot czar. International trade is a different beast altogether, it means that your civilization gains wealth through specialization and the international division of labor, bla... bla.. bla... ;p Point is, I think that trade between your own planets is already factored into tax income.
