Substrate AI is just better, the 2 factions are quite well balanced right now.
I think if you want to change speed go to Assets>Formations>FlockerTemplates and edit Max Velocity.
I'm pretty sure the UI can be scaled up in 4K, it's somewhere in the options, I don't know if the cursor is affected though.

I think your CPU framerate looks fine, it's 22FPS higher than my own http://imgur.com/a/VDG0e . I know it's not a Ryzen CPU, but it's still a pretty decent one, it was running at 3.85GHz.

I agree that the first mission you get the PHC Juggernaut is tougher than the others, I really like the new campaign and Juggernauts though.

Last time I was playing Ashes it worked when I was playing with a friend, so it still should.
You can play the original's campaign in Escalation, so you're probably better off that way. In skirmish and multiplayer customs you can set it that relays don't need to be connected to get resources, there's no mods to change how either of them are. Escalation has much more defences so it's viable to turtle down against AI. The building placement is something you'll have to get familiar with and know where to place, I'd rather if it was like FA's visible grids. <p

Those maps sound like a really good idea, there's definitely a good audience for something like them. Slightly off topic but have saves been fixed? They always worked for me before but wouldn't at all in multiplayer last time I was playing.
You'd have to wait for a sale but they're fairly frequent. G2A is an illegal key reseller so it's not supported by developers.
Not entirely, Supreme Commander was really a sequel to TA.
I don't have the creators update and my hardware hasn't changed at all so I'd say it's something with the game. It's perfectly stable in single player. In multiplayer it's normally whoever isn't hosting crashes, also since the new update it crashes when the last Nexus is destroyed in multiplayer. At least before I could use the saves to resume a match. Each update is definitely making the game better but stability needs to be worked on.
Game saves don't work right with the new update, between that and crashes it's near impossible for me to finish a game with friends.
I'm pretty sure a disruption bomb in Halo Wars 1 blocked all powers in it's radius, having one teams orbitals blocked really makes it unbalanced.

It worked fine in the 2.2 Opt in, I guess that's changed.
Mods as in changes to units and such can be used in multiplayer, I don't think multiplayer scenarios are possible yet.
In the 2.2 Opt in you could, I don't know if that's changed now with the full update.
There's an option in the game to enable overlays in DX12, it should fix your problem.
