You're talking my area! They are talking a lot about widening I-81 to accomodate the trucking problem, but nobody wants to pay for it (imagine that!) US-460 is a fabulous road, which goes through many of the small towns in SW Virginia. US-11 is also very nice and I drive the Blue Ridge Parkway almost every day. That's where I hit that deer a couple of weeks ago! Oh, and no offence to Baltimore. It's just connected to the whole Beltway experience. Definitely not for me!

Yes, I've often wished I could take some of the dozens of ships the Carinoids seem to build off their hands! I suppose that just allows them to keep a defense. By the way, minors also don't build starbases. I sometimes will gift a minor an influence starbase to keep them from flipping to me, just so I have a friendly trade partner during wartime!

Minors will not negotiate their ships/starbases. That could be what you saw.
Yes, lower population hurts your score. If you invade a planet, you can gain population back which helps score. But, hey...sometimes a planet needs to be cleared for the Intergalactic Interstate, right? ;)
