Great to hear you've caught the GalCiv fever! It's a great idea to take your time with your first game or two and learn the ropes. Hmmm...0% taxes and morale is still going down? This not only sounds like excess population, but also an enemy destabalizing you. You should certainly keep an eye on your morale for a while. Always remember, you don't need to build every improvement available. Concentrate on getting some of the population off-planet and quickly increasing your morale. If you have a constructor sitting around, try to get morale resources. And increase your espionage to combat any enemy destabalization.
