If you are using the Windows 10 style, you can turn on "Start menu should open showing all programs list" in the Advanced options. This will accomplish what you are asking for, but also allow you to pin shortcuts to the Start11 menu for available use if you like.
Advanced options are not available for the Windows 7 and Modern styles.

Do you have "Synchronize pinned items from the OS menu with Start11" turned on in the Advanced settings? If so, try turning it off and see if that solves your issue.
You can use Icon tinting on an entire group at the same time. Just right click on a empty area in the group and then Appearance>Icon tinting>select color. Unfortunately, once you set the Icon tint for the group, if you then add a new shortcut to the group, it will not take on the chosen tint color.

Bill, Not seeing this behavior on my system. There must be another setting enabled that conflicts with the Show recent documents setting.
So, now that the empty group has be deleted, did the "unable to move icons on the first row" issue recur on the Surface Pro 6?

No worries. As a workaround for now, you could create a new group and leave the name blank. Drag this group to the top of the menu. Now you should be able to move icons in the top row of your first group (which is actually now your second group).
You can hide icon text for an entire group by right clicking the group and go to Appearance>Icon style>Hide icon text This should save a lot of clicks.

So, as for the "unable to move icons on the first row" issue, something is not the same on the Surface pro 6 as your primary computer. Any ideas what could be different? Are they both Touch enabled?

Based on my testing, that appears to be as small as it gets in that style. You can get a smaller width with the Windows 10 style by adjusting the Group width setting.

The Group widths setting is not available for this style, but you can drag the right edge in to reduce the with of the menu. If the the Group row count is set to Automatic, making the width smaller should add more rows to the groups.
I have a quick question. Was the issue with being unable to move icons in the top group or row resolved with this "reset" on this computer? Is this a different computer than the one with "top row" issue?

I miss the toolbars on the Windows 10 taskbar, but I prefer the Start11 Windows 10 style start menu to the default Windows 10 start menu. And I have grown to like Windows 11 for the most part. Not really a big fan of Mica, but I can live with it. On the Windows 10 taskbar, I used a toolbar to place a custom Recycle Bin on the taskbar that would change state when empty or full, and allow right click to empty.
