Scifi 1950 I disagree, reducing "White collar" crime might have an slight effect of raising intelligence, more likely an increase in income though. However the vast majority of crime is a direct drag on the production of a locality and getting rid of it would be a gain to productivity not a drain. Say +3 Intel, + 10 diligence. The gain in both being the ability to put all the Court workers, Lawyer, and LEO personal to better use, raising intel and productivity.
