Until you get down the process of grabbing the influence wonder anf TGs before the AI, trying getting an influence bonus pick at the beginning of the game.
Pax2 was fun. I still like to play it, but galciv has been taking up more time. StarCon3 sucked - SC2 was WAY better.

Starbases are limited to the proximity of each other. You can place as many starbases that can fit in one sector as long as they are 3 parsecs apart. However, a starbase mining a resource does not apply to this rule.

Check the AI's planets for Transports or look around the map to see who has one closest to the new minors planet and buy that one.
I have a tough time flipping minors as well. With AP you need about 5-6 fully loaded culture starbases in the same sector to pull it off. That is if you have a lot of the influence mining resources and influence trade goods and Wonders.

You can check your aligment on the 'Stats' page under society. [Message Edited]
