I thought I might give this a bump. A very BIG bump. ;)
I tend to reject trades they offern and grab the ones I want. I really only research the green, yellow, and orange tech early. I'll trade for propulsio as much as possible. Later, I can grab the purple and organge techs I need to get terror stars.

I was having this issue as well. I emailed tech support and they were able to provide me with a fix. There was an alpha release of the Stardock Central they gave me. I would suggest contacting them.

On my last game I (Large/Rare) I had 7 yellows around me, Sol was PQ22, and there was a PQ16 in that sector.

One is to click on one of the thier planets and in the upper right hand corner there is a 'Speak To' button. CLick it. The other way, if you don't know where their world is, and you have made contact with them, go to the diplomacy screen, and at the bottom there is a button for 'Minor Races' You'll find all of them there. The events are few and far between as opposed to 1.20. Perhaps this was done on purpose, but I would like to see alignment event occur more often.
I build a scout and try to get the shark to chase it. Then lead it to the AI territory. They'll take care of it from there.
Might be kinda fun, if they let you launch beer cans with the catapult.

I have only had them show up in one of my games, and I needed another planet so I took them over. I didn't even realize the were a threat at the time.
