Just finished my first 1.19 game using starbases to have a cultural win. No starships, except the freighter and constuctors. I had no problem, but I was playing at challeging difficulty on a small map. Don't forget to decommission your old starbases that you don't need to use anymore. And sell the fliped planet's starships. And I'm just thrilled with "del" button in the save games interface! :D
