What I usually do with the system icons which seems to work fine is: Per pixel frames- I set the position to 0/0 and I set the System Icon Alphas to 0s on the extra settings tab UIS2 frames- I delete the system icon button You can try that if you like.

Not sure exactly what would cause that, but: Do you have an image defined in Edit Explorer parts \ Explorer and IE \ Explorer windows \ Glassy Areas \ Top glass area? and What do you have the OS Caption Height set at? (Titlebars and Window Frames \ Edit per pixel frames \ Borders \ Caption [Extra Settings]tab / OS Caption Height) I've never understood exactly how the "correct" number is determined, but it tends to run from 25-30. It does put some finer points on what we had already decided - They've dumped off a portion of their quality control onto the public. It's very possible that the WB skins you are using were made with blur enabled in the Start Menu. WinFx Start Menu animations are not applied in that case. LightStar tends not to use blur in his Start Menu, if you have any of his skins installed check it on one of those, or download one of his free ones and try it.
In the black bar across the top of this page (Forum Home, Account,...,Profile), click on Account (instead of Profile). On the Account page that comes up, click on the Login tab and fill out the fields. Looks like that should do it.
I guess it would have been good to include a screenshot pointing out that it drops you to and highlights the wall you have loaded. May not be very obvious, especially depending on the skin a person is using:
What happens to me is I have a wall loaded and I decide I want to tweak it or do variations of it, and darned if I can remember the name of it. Scrolling and peering through all those thumbnails got old. It's kind of a handy thing to have around, just used it today which is what reminded me I had wanted to pass it along. Now, where did I put that flashlight, I just had it a second ago, I know it's around here somewhere...

Yes, that is true. The textures they used still remain though. This is one of the wood ones I just slapped together applied to the Emprise taskbar:
I played with one of the wood ones, ya they do seem a little transparent. The one I played with looked the best on a "medium-bright" skin, e.g Emprise. Too light or too dark and it fades away. I guess I could mention that if a person really wants those textures, again for personal use, the tga's could be imported through SkinStudio and then adjusted. Anyway, they are there, all is not lost.
