ah, no I don't think you can. you need the programs for the themes to work. without the programs all the stuff is is just graphics and a little (or a lot) of code that says what to do with those graphics and other little functions like checking the weather and stuff.

right click on the bar and in properties choose for it to be always on top. it should reset the desktop margins so it doesn't overlap the window or viceversa

yes I work on a laptop, and its a broadcom ethernet card aka a network adapter. I use both xp and linux and I find both are about equal in terms of use.
I think you might be able to make something that does that right now but it will be in VBscripting and not very secure, key word think. your best bet for a good proxy will be to contact stardock and try to convince them to include it. it might already be included? but I don't know how to make it work if it is.
if you are talking about icondeveloper, I think there have been a few bugs with some people, wait for the next release or rollback to a previous one. I don't think you can rollback since you just reinstalled windows though.
I don't think that iconpackager can change those. Can it? I thought that the shutdown/logoff buttons where only changeable through windowblinds via skinstudio or a different skin.
I use linux most of the time now, and it really depends on the distribution for compatibility. I had mandrake installed quicker than it takes to install xp and it worked right out of the box...something I can't say for xp (I had to install several drivers and configure them to get everything to work in xp). Now I use a different distribution and its a lot less compatible: it took me two days to get it to work with my ethernet card, and I still haven't got it to work with my audio card (I

when you reinstalled xp did you format the partition it was on? if not then remnants of programs might get left behind and mess things up.
