The rating system was already in place, and so was the company policy. But the rating system failed to some degree. If it was working properly the mod would never have been allowed in or the rating would have been what it is now.

Expelling the foreign nationals on American soil will be a problem but do-able. But the amount of support needed to expell an entire group of US citizens, by constitutional amendment, will have to be enormous. Even for an executive order will have to be massive. No nation is going to expell its citizens. Won't happen. Bush would never sign the order. So that leaves you with the foreign nationals. That would be an uphill climb, but do-able. It would be a hard sell here, not so much France though. It would depend on what rights are given to FN when they are in a host country. SCOTUS allowed the interment but expulsion is different. You have no proof, just the remote possibility of ill intent.
