I usually set taxes about 50% and spending as high as I can go without losing money for as long as I can. Definitely keep an eye on morale and build the entertainment network early so you can stretch the higher tax rate a few more turns. Trade is critical. I try to get freighters out the door as soon as I can. Once the routes are established I start backing off on the taxes. Definitely watch the leases! I use them sparsely and only in the early land grab if I find a high
