I usually use Combat Transports to 'improve' morale
But Combat Transport can only do it up to 5000m people. Try playing a abudant galaxy and have system flipped to you with 2 planets, a class 15 and a class 23, each with 20 000 m people. Colony ship are the only fast "morale lifter". And you can redirect the people from one planet to another :)
As for their purpose, I really don't have any idea why they show up. If they are supposed to "shake things up", then they're not going to be able to do that until they're well established. And they'll probably be taken over by then.
The purpose could be : "Here is a nice planet with defensless people and lots ot tech. Be the first to have it" :)
Thanks for your answer, but I am disappointed by this lack in the game.
Why would you use ship governor? More militray production is different from social production: - money is invested in specific social projet. If you switch project, the new projet has no BC invested in but if you go back to the previous, you will see that the BC that you have already spent on it ar still here. - for military, money is invested in the production of a ship. You choose what ship w
I am just a beginner in playing this fantastic game. I explored the interface and understood most of the features, but I failed to establish a governor's ship list (governor screen, military swap tab, "Apply" button) How does it works ?
I fear that you aren't able to establish a gouvernor's ship list. Gouvernor are only for social projects. BTW, if you are playing version 1.13 or lower, there is a bug with gouvernor Ford allowing the AI to use his list :( .

After a little research, you can found info in the galactic forum in the thread: Starbase idea - use diminishing returns (sorry I don't know how to post link :( ) Looks like the factor is actually 250 and it seems that it will be lowered with new technologies and wonder.
Finally somone posted in the FotR thread about "logistics" in AP invalidating the lightning alpha strike strategy. Can anyone explain AP logistics relative to Maxti's lightning alpha strike strategy?
Since I am the one who made the post in the FotR thread (in the empire forum), I will summarize. But I don't have AP, I am just reading the various threads. The cost for building a starbase is linked with the number of starbase you own. Maybe something likes "a
It is amazing how effective loading up a Combat Transport with draftees is at raising the morale of those left behind
I aggree. More it has the benefit to prepare invasion troops :) . I don't remember if there is a maintenance cost for Combat Transport, but it doesn't matter: if there is one, it is still a cheaper way to maintain moral.
