Have you the latest version of Impulse (ie 3.02.305) ? Have you tried to click on the blue orb > preference > Advance settings > folders > reset data? You can also try to install the full impulse setup http://www.impulsedriven.com/impulse_setup_full.exe to ensure you have a correct install.

They must first find someone who will distribute it in Europe.
You will need to install a stand alone version of impulse first in order to install the archived game. And as you have guessed, there are some registries settings that are needed for the game ;)

I think it is because Paypal doesn't support delayed payment: when you preorder with a credit card, it is charged when they are giving you your serial id and not when you are doing the preorder. But that is impossible with paypal.
