There was a weird problem where some skins from users who don't have auto-approve priviledges were going through automatically, but because of that they received no ratings and never showed up. Problem is fixed now, so it's back to normal now.

You can rename the file with a zip extension and then add the readme, then change the exntension back to the DX format one.

It may have been someone on the same ISP who got banned, and the ban is affecting everyone on that same isp.
It was a contest held last year in which skin sites had skinners represent them, and the skinners would submit WB skins. Sounds like the effects have been hidden. Right-click the layer on the palette and select 'show all effects'. It's the 2nd option from bottom. Should fix the problem.

I looked through your uploads and there's nothing with a 0 rating. You have uploaded 6 Object Dock icons and I see three 6's, two 8's and a 7. That's 6 ratings.
It's been like that since last week. Very few new ones are showing up in the section. I already mentioned it on the admin board. Not sure what's causing it, but it's likely related to the server crash.
