Kids like "N" latch on to any adult they can because, like you said, they don't get much attention, or GOOD attention at home. I don't think you should feel guilty about not walking him home. It is his parents responsiblity to take care of their child. I fall into that trap, too, when I have students who don't get picked up (and trust me, this is a daily occurance for my class). I even try to instill some responsibility into my first graders. I reward them when they are responsible and do their homework. I reward them when they are honest with me, even if they made a mistake. I reward them when they practiced really hard and took control over their own learning. I reward them when they make good choices about their behavior. I don't always reward them with something material. Often it's just a "thank you"
