Ummm. I don't think that error you're getting is a reflection of your account status. I think it means the server actually IS busy and overwhelmed by the number of people hitting the webserver/database. I get the error frequently as well.
Which kind of skin did you download? Object Desktop is composed of several different programs: WindowBlinds, ObjectBar, DesktopX... Joe, it depends on the apps. The SkinBrowser doesn't give you access to the apps. Your friend could use the shareware versions of the apps but I don't know how that works (whether they're just limited in functionality or if they time out after 30 days or so). So if your friend has a limited budget and has to choose between the browser or say, WindowBlinds, I'd go with WindowBlinds as purchasing WindowBlinds should remove any download cap. That's because Windows's minimize button doesn't really minimize windows. It really covers the desktop with a fullsize window that displays the desktop background/wallpaper. DesktopX has a minimize action that truly minimizes all the windows (and leaves your desktopX objects alone). Hands down, the God of cartoon characters is Bugs Bunny. Actually the whole stable of Looney Tunes characters are terrific. He's the wise-ass, and who always comes out ahead, that we always wish we could be. The traditional Disney characters never did a thing for me. I always found them annoying. For each skin type, there is a separate program. Well, your mileage may vary but for each Library category, at the top of the webpage is an about section that specifies liks to the specific application as well as a help link. There currently is no overall help system in place, though there are some help pages and FAQs out there somewhere. I don't have any links for them though.
There are a bunch of XP looking themes here. Just go to the WindowBlinds section and do a search. To get the XP-style start menu on Win 98, you need ObjectBar https://www.stardock.com/products/objectbar It has the ability to mimic the Win XP start menu AND can import the win XP start menu skins of WindowBlind skins that support the XP start menu.

I assume you installed WB 3.3. The skin you download has either a .WBA extensionor a .ZIP extension. If it's .WBA just double-click in Explorer. If it's .ZIP then you can rename it with a .WBA extenson and double-click it (.WBA files are really .ZIP files with a .WBA extension). Or... In your windows desktop display dialog (the one that allows you to pick your background or desktop appearance), you should have a Skins tab. Go to the Skins tab and press the Add button. Browse

You're in luck. Nearly all the themes work with other versions of Windows. You'll need the appropriate app for each theme type. When browsing the list of themes, look near the top of the page. There should be a link for more information regarding that particular application (DesktopX, WindowsBlinds, NextStart, and so on). I'm not sure if CursorX works on anything other than WinXP or Win2000 though.

IIRC, I think the intent of DesktopX objects is to share them and allow them to be used in other themes (since a DesktopX object is a self-contained resuable object. However, I believe certain criteria must be met. 1. You cannot modify the object without the original createor's permission. 2. You cannot alter the original creators's credits and notes that are in the notes tab of the object. I don't know if the author has to explicitly say in the notes section that the obje
