Your i7-3537U has an integrated GPU, which many people have had difficulties getting to work with a discrete GPU. One of the problems many have had is that the computer manufacturer tries to make it difficult to upgrade the integrated driver. Intel has a work-around for this, and Stardock knows how to get at the work-around's instructions. There are many other causes of this problem that align with dual GPUs that have been reported in the past to Stardock, so I think your best bet
Historically, builds have tended to be in the middle of the month on a Thursday, but have been delayed on occasion. That makes the most common guess amongst us fans as March 19.
As a start, have a look at the " GalCiv III Support FAQ" . Most often, when it crashes immediately after the intro, the cause is a back level GPU driver. If you will post the "system Information" and "Display Drivers" sections of the output of DxDiag, I could be of more help.
I remember being able to research 2 or three techs a turn on GC2, so I also expect to be able to do so on GC3, eventually. At the moment, the overflow processing for research, planet build queues, shipyard build queues, and such are not implemented (at least I hope they will be before release).
When you say you set virtual memory to 4096MB, I assume you mean "minimum" = 4096MB, but I have no idea what you set "maximum" to. 8GB is just at the boundary GC3 will need at the Beta 4 level (Beta 5 should be an improvement as they say they are including their first step of optimizing memory use, and said the improvement is in the 25% range). It sounds like you are running into a compatibility problem with the files in your "documents\my game\GalCiv3" folder. Rename or delete this folder and try again.
When it comes to CPU usage, no two games act the same. Some of the differences between GC3 and EL are: GC3 is written in 64 bit addressing mode, EL is in 32 bit mode; which allows GC3 to keep track of much more game data, such as more population centers, mobile units, resource sources, etc., each of which requires the execution of code to manage. Hence, GC3 places a much greater demand on the processors than EL, which takes energy, which increases heat. The map sizes available
In case anyone is wondering, this same issue was raised in the Beta for either GC1 or GC2 (perhaps both). The conclusion that the users would revolt was reached then as well, and the idea was rejected then. And, IMO, they reached the correct conclusion.

This is the current behavior of the game, but the game automatically schedules the upgrades as the basic building is completed.This allows you to get the benefit of the base structure while building up to the highest researched level structure. But, will this behavior be changed???
Are you trying to load games saved before Beta 4? The chances of saves made prior to Beta 4 have a high likelihood of being incompatible with Beta 4. It is not unusual for this to happen in any Beta cycle.
Here is something that is really messing me up. In previous builds the "end of turn" button was the enter key (and still is, according to the key settings on the "input" options window) but now I get "end of turn" with both the enter key and the tab key. Hence, when I press the tab key to check for another ship to manage when there are no ships left to manage, I get the next turn function, when I would rather to some other maintenance (like designing another ship, checking a planet or shipyar

2). The AI is still a rudimentary place holder for the "real" AI, which is being developed as we speak. 6). This issue has been identified and acknowledged by Stardock. A fix is forthcoming.
If I were to guess, I would guess that the large number of initially uninhabitable planets that require tech research to be able to colonize them later in the game is a response to the many criticisms the devs have gotten about the initial planet rush typical during the early game period. They certainly took a pounding about it, and I think they came up with a neat solution, although the "realism" of the solution could certainly be questioned.
DEVS: This looks like a nice pinnable post. Thanks for making a nice summary of the problems we have seen and the solutions for solving them. Here's another one for you. If you have only 4GB of RAM try adding 2-6GB more (or go all the way to 16GB if you can), or at least increasing the virtual memory size allowed. Microsoft recommends setting the swap file size to 1*RAM minimum and 3*RAM maximum for general use (i,e., if you have 4GB, the settings should be 4096 MB
Before ending it with TM, force a dump via TM to send to Sdardock via a ticket. The dump will go a long way to help them solve the problem
