Make sure mIRC doesn't have an "Always on top" setting that is enabled. It could be overriding ObjectDock's setting to always be on top.

Most of the software Stardock writes is so specifically geared towards the Windows operating system, it simply wouldn't translate over to OSX. They would have to start from scratch, and most likey some other company already has a head start in that market. By the looks of this new OSX Dashboard thing, I'd say that company is Apple.
Could it be that your Internet Service Provider is registered in some other country, and the web site is using a simplistic method of determining what country you are in (like basing it solely on the home country of your isp)? All I know is that the GUIO entries will automatically be moved to WinCustomize at some point in the very near future. If it works like it did after the 2002 GUI Olympics, they will actually be copied into the WindowBlinds library as new uploads and the counters and comments will start from scratch.

I can tell you that the Radeon 9800 Pro works extremely well with WindowFX, while the nVidia drivers don't handle it so well. I suppose it depends on what you intend to use it for though. Both have their pros and cons. I recently switched from a GeForce 4 5800 Ultra to a Radeon 9800 Pro and I have no regrets.

That depends on what you asked the author permission for. If you only specified the MSStyles theme, then the wall isn't necessarily included. I would ask specifically for permission to submit the wallpapers. You're not really porting anything when you upload the wallpaper to the wallpapers library here. You're just submitting the original author's work directly without any modification at all. The author should be able to do that himself/herself.
I second what Koasati said. The best thing to do, in this case, is to include the wallpaper with the WindowBlinds skin. Wallpapers do not automatically pass moderation just because they are part of a theme. [Message Edited]
Permission is required to use someone's icons as shell pics, just like anything else. Feel free to email me (or any mod) any you found that don't include permission. The only exception I can think of is icons that are released under GPL. It's entirely possible for an otherwise completely original skin to slip by with ripped shell images. I might easily overlook something like that if there are no other clues to make me suspicious.

As far as Windows is concerned, if it's transparent, then it isn't there. Therefore, there's nothing to grab onto to resize. A fully visible 1 pixel border should work though, in theory.
